Found a possible fix. Go to the meditation point just ahead of that area and rest. Go back to the spot and you should be able to scan. May take a few tries. If that doesn't work try meditating and saving there, exit the game completely and reload.
Yes this worked for me as well. I had to completely exit the game and then reload the save.
EA Staff (Retired)You can't scan if the game thinks you are in combat, which could happen if there is an aggroed enemy nearby. It may be that there is a buggy or hard-to-spot enemy who is aggroed on you, and this is preventing scanning until you save and reload. Does that sound possible?
