For me, it's the same. Happens exclusively (as far as I have experienced) in Heroes vs Villains. Only on the first life when you spawn as a regular trooper. Both shoulder buttons (Xbox One) don't work then. So no star cards, no power-ups until you die once. After that, it works again. This is not an issue when you play as either a hero or a Shocktrooper. I hope a solution can be found to this - HvsV is one of my favorite modes and this bug makes it kinda annoying to play right now.
