Have you been keeping an eye on your GPU temperatures while the game is running? Does it seem like it's getting hot and throttling itself?

Yes. I have also added a Oculus Rift S headset to the display port. Same performance. The GPU runs as hot as 91C. Which there are different opinions according to Dell. They say that can be an acceptable temp for this system. I disagree. I think the GPU is being held back due to heat. I have cleaned the system.

91 degrees C seems pretty hot. I think a lot of hardware will start to throttle itself around 85 degrees C to decrease the risk of damage, but it can definitely vary by device. Do you have a way of adjusting the fan curves for your PC? Maybe if you can increase the fan speed it might help get more air moving to cool the temperature a bit.
