Are you using a base game from a region outside of your current one? On PS4, the DLC must be from the same region as the base game, could this be a factor here?

Nope, all my other games update fine, Plants Vs Zombies, Battlefield 4, Mortal Kombat X, etc. They all update fine. Got the Deluxe Edition from the EA Store in Montreal Canada, Disc version. And season pass was online with PS4. Jakku works, all other updates work just fine.
I'll check again, when I get home tonight after work. But as of last night, none of it was accessible. So I can't check anything at this time.
I fixed it on my PS4, not sure if it will work for others but, here is what I did to get it to work.
Make sure the game is not currently running on your PS4.
In a web browser go to the Playstation Store at store.playstation.com.
Login in of course, then click on the little triangle next to your username at the top right of the page.
In the drop down menu choose "download list".
Find the Outer Rim DLC and click on "download to your PS4" and find the SW Battlefront Season Pass and click on "download to your PS4".
Do this even if you have already downloaded an installed both items. Both of mine were showing as downloaded and installed but I still couldn't access the dlc in the game. After I did the above steps through the PS Store website, everything was accessible in the game.

Well, I got mine to work.
I didn't have to go to a web browser. Instead, I looked for the season pass within the PSN store.
Once I found it, it was showing up as "not downloaded". But it was listed in my purchases as already having it.
So I downloaded it again, restarted Battlefront and it worked.
Give it a try and see if it works.
