I have been experiencing this as well. My game runs fantastically during single player, but the game is almost completely unplayable in multiplayer. I have tried reducing my video settings, doing the framerate fix, port forwarding, resetting my modem and router and PC. Its incredibly frustrating lining up a shot only to have my reticule pull in a random direction.
