Sapper & medic droid unavailable in offline modes

The latest star cards, sapper & medic droid, are unavailable for custom layouts when playing mission and skirmish modes. When added to the layout, the slot is empty when the offline game mode starts. In the past DLC releases, the new star cards become available for offline modes after completing Hutt Contracts for them. Any reason why sapper and medic droid are not allowed in mission and skirmish?
