Anyone have a firm grasp on how the winner of the initial scrum is decided? It seems the AI always wins no matter how much we blast them.

It depends on the morale meter.
(You can see that above in your monitor.)
Even if you blasted many enemies but the enemies got more... they will have the offensive phase.
Also don't forget the Raider/Corbett has the large morale point.
...The easiest way is kill the enemies as fast as possible.
The initial phase is like a jumpball.
No matter how tall you are, the problem is who touched that ball.
