We're not aware of any plans of giving it away for free, however it is included in EA Access for Xbox/PlayStation and Origin Access Premier for PC users.
I highly doubt it will be free again. (Although it would be nice.) I assume you mean the season pass that has Scarif, etc. It is very hard to find a match that uses any of the season pass stuff. I have had the game for 2 years and never played on Scarif. I would just not worry about getting it and spend your money on Battlefront II if you don't already have it, since it is much better than Battlefront.
If you really want it buy it on origin for PC or Xbox/Playstation store. Here is Playstation 4's:
