@J_RAD1998 I think it has more to do with a mapping error. I noted on one occasion that BD-1 didn't produce a map. I figured "no biggie," saved progress, and rebooted game. It seems that anything collected during that time where BD1 was bugging was collected, but not added to the data bank.
Just a suspicion.
