I thought this was the only way to do this. just don't be too far away when you do it.
In my experience, and from what others have said, you need not just Force Pull, but Grasping Pull to cut his tongue off, because you need to grasp it to do so. It's also the only way the achievement to do so unlocks. Of course it also kinda goes without saying the Oggdo has to be facing you as well. It doesn't matter if his mouth is closed though.

The other posters are right, you need Force Pull (or grasping pull, I don't know which I used)
