I see. This sounds a bit odd, but start the game without the pad, then tab out, open control panel > Device manager, then check again.

Can you start with the game pad, go back into options and control and then re specify mouse and keyboard?

If that doesn't work @EA_David do you think the trick that worked with DA:I would also work here since it seems to be the same problem?

    similar issue here but keyboard and mouse will not input commands into the game
