you are missing an ability BUT good news with this ramp... you can sort of cheat.
back against the wall underneath and to the side of the ramp and it should look blue when you look up. then try push - this is how i get the ramp down now when i am missing the ability you havent yet got. it will push the ramp down while its blue rather than having to come back when you get that new ability. hope that helps. but to be honest i think from what you are saying you are stuck - you must be missing the way forrward which is also marked blue but not to do with the ramp directly...
