Ya u can't do that. Go BACK to the room where the elevator to the roof is, and then run to the meditation circle. There should be door there that takes you to a room that has a power panel in it. It turns power on to the elevator that takes you to the roof. Now you can run back to the elevator and go to the roof. You'll fight a bunch of imperials, then big cutscene, then there's a power panel up there you have to turn on that powers the tram car that takes you back to the ship
