I switched to the latest beta driver because I have had more problems during the beta with the old ones. I guess it's called beta driver for a reason. 😉

Moreover, I see that people in the other forums are reporting this issue coming from AMD Crossfire. In fact, I used to have AMD Crossfire with my previous graphic cards. I am wondering now if there could be some leftovers from the Crossfire drivers (which of course shouldn't be there after a fresh driver install). Have you ever used Crossfire?
Also, in the 10 games or so, I didn't see any issues. I know that the latest beta reports that it corrected some performance issues in Battlefront.

I had this issue, especially Endor. It made the game unplayable even though I could max out the game.
I updated my drivers to 15.12 and it's seemed to have worked!
Running:
Amd FX-4130 CPU
Radeon R9 280X

Can't believe that I'm seeing this issue in 2017 again. Disabling CFX fixes this, but as soon as you enable it, the issue returns.
Adjusting Lighting settings doesn't help (lowering to Med). Only disabling CFX has any effect.
Disabling MSI Afterburner doesn't help either. AMD Gaming Evolved isn't installed.
Running the latest AMD Radeon Live drivers.
Any suggestions?
