Throttle Decrease when bound to Mouse Scroll Down doesn't work

Can't believe this is still an issue, can we get a fix please? I have stopped playing for the time being but really want to get into this game however this is too much of a barrier as my muscle memory from other games means I always try to scroll to decelerate before I remember to hit 'S' and by then it is normally too late...
