When I explored that area, I noticed the fire lamps not respawning as well.
Could you try to go outside and pull a fire lamp from the wall and hold it in front of you while you walk back inside?
It may be that this doesn't work (as I see rain dropping down in your screenshot), but it is worth a try.
It that doesn't work, could you try to go to a save point and 'rest'? Then restart the game and proceed towards the same point. They may have respawned.
I do believe this is a bug as those fire lamps surely should spawn again. Thanks for reporting.
I'm also experiencing the same bug. I've tried resting, dying, and even completely closing and restarting the game and system, but nothing seems to get the lanterns to respawn. Please help!

Thanks for checking if respawning worked! Seems to be a true bug then and we'll have to wait until they fix it.
I am in no way working for EA myself, I am trying to help players on this forum that encounter issues and just be part of the awesome community. That being said, issues as this one are very likely to be fixed once its clearly shown to be a bug. I do expect them to fix this one quite soon, as the problem has been identified.

Hey so if it helps I saw one on the other bridge past the chest, turns out it was the one I threw that was causing the lanterns to not respawn. Maybe check around to see if you can find one, it seems to be if they get thrown and are still around, lantern's in that area won't respawn till it's destroyed.
