Ultimate Edition Content Missing PS4

Hello, recently I have bought the Ultimate Edition for PS4. I have the 4 Expansion Packs available to play which means I have activated and downloaded the season pass and the expansion packs for the PS4 but I cannot get the instant access to DL 44 and Ion Grenade and Torpedo. How should i proceed?

I am having this same issue with a physical copy. The item is not available on My Add-Ons and when find it in the store there is a charge for it.
