I wrote in another thread about this - i think the game is trying to pair up people based on whether they installed battle of Jakku or not. The dlc doesn't install automatically and can be switched off in rotation of the maps and i think game connects you only to those people who installed it and switched it on the main menu.
Secondly i think that the search algorithm itself is pairing people based on their proximity to nearby servers and cuts off at some point. Usually online games would offer you a server browser with a latency number but in battlefront it just puts you to closest fullest servers and if there are non - it creates a new one.
Both issues combined result in a very low number of available servers.
This could've been avoided if DICE provided us with server browser and sorting options, so we could select servers by latency, amount of players and dlc's installed but alas - its just one of those shoddy design features which they did not think through.
