So, here's my issue:
I got a leaver penalty because my power blipped for a brief moment a couple of weeks ago and it caused my internet connection to reset. Now, I've played at least 8 matches since then, but the penalty's still there, so just how long does it take for it to go away?

I'm with you, EA should to provide SOME kind of feedback to players about the penalty duration/threshold. Out of respect. Also because it's just a bad strategy for changing behavior,
(mini soap box rant to EA about psychology starts here)
There's a reason we always tell someone what the punishment will be (including how long it will be), if you don't it makes the punishment far less effective for changing behavior once someone is punished... and changing behavior is the whole goal. For punishment (and rewards) to be effective the rules need to be concrete/explicit, it's basic psychology/ how we work. Our primal brains don't respond well when we can't tell we are making progress towards some goal (i'm sure you guys get this). It's like telling someone you will give them a prize for running, except you refuse to tell them how far they need to run. It's the same thing for punishments, except the prize is the removal of the punishment, a prize earned by behaving in a particular way. How far do you think you will run? How long will someone behave when they have no idea how long they have to do it?
It even gets worse when you add the element of unjustified punishment, or punishments for things out of the persons control. Like i basically have no idea if I'll ever get out of the leavers penalty. Nearly all of the leaver penalties I got are from the game hard-freezing my pc and me not being able to reconnect fast enough. I have no idea if me crashing one out of 4 games will keep bumping the penalty duration forward indefinitely, I have no way of knowing. and a side effect of this open ended punishment system is that I actually care a lot less about leaving games - I'm screwed even if I try.
I hate people who abandon matches intentionally (I have no intention of being a * and abandoning games in the future, for the record). But it's an example of why this punishment strategy doesn't work as intended. I guarantee there are people out there who do quit frequently and when faced with this never ending punishment, they just say "fk it" and never try to not be jerks. Just sayin...
