I'm having the same exact issue in Mexico with this content, already did all your troubleshooting.
It's been a while since the mission has launched and EA is aware of the issue, they just don't care, bottom line they told me that there was nothing I could do and that I should take it up it up with Playstation, as expected Playstation says the issue lies with EA and that I should take it up with them.
Typical EA, I just don't know why do you advertise the content regionally (EA's Mexican Dedicated Site) if you are not going to provide access, that's just false and misleading advertising.
I actually bought the PSVR just to play this game. Im that much of a star wars addict, and Ive spent way too much time on this issue already, Ive talked to advisors on the phone directly with Playstation Store, they got really involved in trying to solve it, but couldn't. Then I talked to EA representatives who didn't actually try too hard just disregarded my emails saying that everything looked fine on their end that it should be a problem with my PSN account.
Please fix this! we want to play the mission! Or give us a chance to back out and return our money, ill gladly switch to any other content that doesn't scam users into buying games

Hi, I didn't try to download it from Mexican Store anymore, what I did, is to open a US PSN account and download it from there...
It's a sad thing really...
