If you bought the game through Steam and are running the game through Steam, right click on the game and click Properties...
In the bottom half of the general tab, there is an option for Steam Input Per-Game Settings (Requires restart of game). Set that to Forced On.
Solved my issue, dunno about others.

Steam user here. Fixed my problem! Going into General and setting "Force On" totally fixed the controller issue. Running without issues with the controller now! ( And in Windowless Fullscreen too! )

- 5 years ago@Echo13243 Thanks dude this totally fixed my issue with my Rock Candy PS3 controller on Fallen Order via Steam/Origin. You rock. Just turn on 'Forced On' in properties peeps
