I've had this same issue with two different XBOX One controllers (only joystick works, no buttons). I've tried them both plugged in and connected via bluetooth, and I've uninstalled and re-installed both of them. I bought the game through Epic Games Store (and installed with Origin, of course), so none of Steam's controller settings are interfering (as I've closed out of Steam). I've looked in my controller settings in Windows control panel, and the connected controller is the only listed game controller. I don't have any other overlays I know about that might be interfering with the input. Anyone else still having this problem?
- 6 years ago@ianburnette In Device Manager, do you see Xbox 360 Controller under Xbox Peripherals? If so, disable or delete it. That’s what worked for me.

How did you fix this? I've tried everything?

Yap, the point is the on the XBOX Controller is lit up Player 2 (or 3 or 4) and NOT Number ONE in the upper left corner !!!
Because of this a Restart helps or to kick the Controller out of the Device Manager and then to re-Plugin......everything what helps to make the Controller make (Ready) Player ONE again ;-)
Cheers from Vienna
