    @ianburnette In Device Manager, do you see Xbox 360 Controller under Xbox Peripherals? If so, disable or delete it. That’s what worked for me.

I had this problem, and restarting my computer with my controller plugged in seemed to fix it. I'm not sure if restarting alone resolved the issue, or if it was because the controller was connected during the restart, but in any case it's something to try if you find yourself with this issue.
