This is still  a problem in 2025 in other games too and i figured out what causes this problem.

UBI game installs is corrupting "Microsoft Gameinput" for non UBI games too.

Uninstall "Microsoft Gameinput" and Xbox controller works perfect again.
Even if you didn't install any UBI game, uninstall "Microsoft Gameinput" to fix the controller problem as it's not needed.

I found 2 "Microsoft Gameput" installed and i removed both.
No more controller problems in any game from any developer.
