zeffo bounty hunter doesnt show

I am also having this issue on PS4. I have going back and forth, started from different mediation points, explored the planet more, and closing the application. 

It may or may not be related, but I was thrown from the ledge immediately prior to getting the force push power and the game bugged a bit. I was stuck as young Cale until the game was restarted.

i left twice although i didnt immedietly head to a spot to go right to where he spawn

Someone on Reddit said you have to go through the ice caves. Have you tried that? I explored there a but but thought it would be insane that the devs would expect you to take that route.

I'm having same issue, been to ice caves several times now and the area near the abandoned village which is meant to activate the encounter. Nothing! Very frustrating ☹️

Nope, I was hoping the 1.03 patch would fix this... it didn't.

Has this been resolved yet? I just updated to 1.09 and this issue is still going on. I’ve been through the entire map 2-3 times (it’s a huge map) and can’t spawn any bounty hunter.

left the planet multiple times and came back. 
im 58% through the game and nearly maximized all my Jedi skills out. 
objective states return to the mantis. Have not been captured.
