@polloloco2502 and anyone else still seeing this issue, you need to have completed two missions on the Shattered Moon before progressing past Summit Ridge. This is by design. More details in the spoiler in case you want clarification.

Just before confronting the boss on the second Shattered Moon mission, Cal will learn how to use his grapple ability to hook onto and launch from the floating balloons. This ability is necessary to traverse the next section of the map past Summit Ridge.
