To get back there‌Elevator is not unlocked can't go that way... can't go via imperial post.. or observation deck.. is there something I'm missing or am I locked outta it?

@Bigpapastephen If your stuck like I was finally figured it out there's a bird that you can fly right obove lower observation deck mediation point
