Difficulty stuck on Jedi Grand Master

Summarize your bug After completing the story in New Journey + I had a holotactics glitch which required me to restart my console (defeated 1st wave T-1N8 using a Mogu but defeating her fauna didn't trigger the next wave). After the console restart, the difficulty setting is stuck to Jedi Grand Master. I can change it but as soon as I navigate away from the gameplay menu it switches back to JGM. As someone who is a casual gamer this makes the game essentially unplayable.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Not sure. Wait to play T-1N8 until you've completed the story in NJ+ and use a Mogu on 1st wave? I don't know if the holotactics glitch has anything to do with the difficulty glitch.
What happens when the bug occurs? As described in the post. Difficulty stuck to JGM no matter what you do.
What do you expect to see? I expect to be able to change the difficulty setting away from JGM.

Can't change difficulty away from JGM. Gameplay menu will allow me to choose a different difficulty but as soon as I navigate away from the gameplay menu it changes back to JGM.
