I know this is from 2023, but now it is 09/21/24 and I just ran into this problem playing on a windows 11 computer with no gaming controller.
For anyone else that runs into this issue:
1. Go to your controller settings (esc --> sprocket --> controller)
2. Then Edit Controls.
3. Select the middle Open Map shortcut button and choose select to map it to a key.
4. Map it to a key by holding that key down. I mapped it to the . and it worked.
5. Exit out of controls with c.
Now you can push the . and get to the beacon area. Now you can push C and continue the game.
This was extremely frustrating.
