Having the same problem on PS5 with the first/second cutscene when talking with the Senator. Will either freeze somewhere between getting out of the elevator and walking to the Senator, or during that cutscene. Have tried all the settings tricks and reinstalling this monster of a game. Still nothing. If I try to reload I pop back in with the handcuffs off and can run around.
