Heavy ghosting on movement when FidelityFX Super Resolution is off or Quality

Summarize your bug When FidelityFX Super Resolution is either OFF or set to Quality, the game has heavy and noticeable ghosting. On top of that, disabling FSR makes the picture incredibly BLURRY, as if disabling it would actually enable it but in Ultra Performance mode.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1- Set FidelityFX Super Resolution to either OFF or Quality 2- pan the camera around Cal
What happens when the bug occurs? Cal's silhouette is "smeared" all around on the background when you pan the camera around. If you run around the stage, you see character's silhouettes being similarly smeared on the background.
What do you expect to see? A non-smeared, non-blurry, sharp picture.
FSR seems to work backwards, when I disable it it makes the picture blurrier than when it's enabled (bonkers!) and creates ghosting
My rig has a Ryzen 7 5800x, 64 GB of RAM, and an NVidia RTX 3080 with 10 GB of VRAM, and I run Windows 11 so everything is above the recommended specs.
