Summarize your bug I've been experiencing instances while playing on controller where the game will stop registering input and maintain the last input pressed for a short period. i.e. the game will continue to turn the camera a varying amount until it stops and does not accept any other inputs during that time and for a second or two after. The issue then typically repeats itself after an amount of time varying from a few seconds to a few minutes. It started happening after accumulating 25-30 hours and originally would happen after playing for 4-8 hours at a time and would be fixed by restarting my pc. After an additional 25-30 total hours it began happening within 5 minutes of opening the game and was no longer fixed by a pc restart.
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? I'm not 100% certain how to replicate it as I don't know the cause but it originally seemed to occur at the end of long play sessions (6-8 hours) with about 25ish total hours played. After an additional 30ish hours, the problem started to begin within 10 minutes of starting the game and was no longer fixed after a pc restart. I found that disabling vibration and the trigger effect function in the game menu fixed the issue for 3 or so hours but it has begun consistently happening after 10 minutes of play again.

What do you expect to see? The camera will continue to turn it the direction last pressed and you will not be able to stop it or do anything else for a few seconds. After a period of time varying from a few seconds to a few minutes, the game will repeat the issue. This cycle will continue until a PC restart.
I have confirmed it happens on multiple controllers (I've tried it on an Elite Series 2 (where the problem started) and on a generic Xbox One Afterglow controller) using wired, a wireless adapter, and Bluetooth too. All experienced the issue. I have, however, yet to test this on keyboard and mouse. It also appears to be something happening in game exclusively since the Xbox accessories app shows the correct input from the Elite controller when the issue is happening in game. It also does not occur in other games from what I've tested. Finally, I doubt this would be the cause but tested it anyways and it seems to be unrelated to performance as it happens on all game settings and separate from stutters.
