Max Capacity Achievement not popping?
I’ve met everyone that according to all list’s I’ve seen. I have no idea who i could be missing? My achievement progress is stuck at 87%. I’ve restarted my game and Xbox console and neither solved the issue.

Did you solve this? I’m in the exact same situation. 87%. Think it maybe related to Jawa’s as has the conversation about going to saloon, but there’s no Jawas there.
@Reign_in_Beard The Jawas should be outside one of the other buildings, which, along with the building next to it, will no longer be boarded up. I got this achievement without ever seeing a single Jawa inside the cantina.
There seems to be one or more issues related to achievements not triggering when the conditions have been met. I'm not sure what's going on there, but that might have happened to you too. I would suggest checking your list of recruited citizens, both those who appear in the bar and those who don't, against online lists to make sure you've covered everyone. If you have, then I guess it's just a bug for you, unfortunately.
