Thanks for attaching the report. It helps.
That I7-7700HQ is really testing the lower allowable CPU per system requirements. The regular I7-7700 is the minimum Intel CPU. The I7-7700HQ is actually not as powerful, so there is an argument that you are trying to play on unsupported hardware.
Your DXDIAG suggests you are using an external monitor to play and your GTX 1070 is the GPU being used with your external monitor. (This is good.) I would confirm the game is actually using that GTX 1070, as laptop gamers often find they're mistakenly playing with the (unsupported) onboard graphics.
All your game files (and saves) are on your C drive, yes? (E drive has no more space.)
If you look at the Diagnostics section towards the bottom of the report, you will see multiple issues. I suggest you look into those, as those issues may be impacting multiple aspects of your system, including this game.
