I'm also currently experiencing this issue with my Xbox controller on PC, playing via EA Play. All steps have been checked and nothing seems to work still. It only allows inputs from the analogue sticks, both in-game and in the initial menus.
As another test, I opened a different game and tried the controller, and all of the buttons were working correctly. The issue with the buttons not working correctly, aside from the analogue sticks, seems to be isolated to Star Wars Jedi: Survivor.
