PC Optimization Guide with NVIDIA 4090?

I'm on a 4080 here with 13700K and 32 GB DDR5. I get stuttering mainly every time the game goes into or comes out of a cutscene. If that is the type of stutter you're referring to I'm doubtful it will be fixed as it's hardcoded into the cutscenes. Also, Alex Battaglia of Digital Foundry has shown that stutters at certain transitional points are always there even if you adjust your settings so there are literally no frame time spikes.

It's as if Respawn farmed out this one to a shoddy port team like Sony did with Iron Galaxy on Uncharted.
