PC performance issues, specs above requirements

I'm running on an Nvidia 4080 + i9 9900k overclocked to 5Ghz + 32GB Ram and having the same issue. Frame rate doesn't go over 60 FPS. Doesn't matter what I change the graphics too. I wish they would add an option for DLSS with an Nvidia-supported driver.
