PC performance issues, specs above requirements

You guys said it's a Windows 10 problem, but I have Windows 11 and the latest Nvidia drivers installed on my 4070ti. However, the game runs poorly with an average FPS of around 40 and frequent drops to 20-25 FPS in a resolution of 1440p my cpu y gpu barely hit 20% utilization.
