I heard early reports of these issues, which contributed in part to my refunding of my pre-order on Steam.
I subsequently purchased the Deluxe Edition while subscribed to EA Play Pro, and as of Patch 7 wherein I repurchased the Steam version of Jedi: Survivor, my "Preorder bonuses" have functioned without issue. (I did request prior to launch via social media to have EA Play Pro as a fallback option for pre-order bonuses, depending on how badly the items might be missed as possible DLC items.)
Steam: Pre-Order Refunded
EA Play Pro: Purchased Deluxe Edition in an attempt to retain the EA Play Pro "preorder bonuses".
Steam: Purchased the "Standard" edition.
Steam connects to the EA Desktop App, and uses the save data and DLC from the EA Desktop App.
Steam Standard + EA Play Pro Deluxe Edition = Working Preorder bonuses
Since Jedi: Survivor has dropped down to regular EA Play and entered onto the Microsoft Gamepass platform, I do not know if this is still the case.
