I have ran into this as well.

Summarise your bug Can't interact with the Recluse during an NG+ walkthrough after not being able to scan the datapads in the same room (presumably scanned during NG).
How often does the bug occur? Every time (100%)

This really happens every time, even though not everything on Koboh is cleared - my current percentage is around the same but not everything is collected. The issue, as far as I could tell, is precisely what @phungles outlined: completing NG one (probably scanning the two datapads then but NOT interacting with the Recluse?), staring NG+ and not being to initiate the "scan" event in NG+. And because the code to initiate the dialog seems to *require* scans (and not *having scanned in this playthrough or previous*) therefore it's impossible to ever complete unless EA pushes out a patch.

It's quite telling that it's been two months now from the first report here (and on Reddit here and here) and it hasn't even made it on the tracker. @EA_Leeuw, I've seen the latest post about Patch 6.5 here but didn't find any notes acknowledging this bug being fixed, tried to re-do it today and still happening. Is there any luck for us NG+ unlucky completionists?
