I thought that may have been who you were referring to based on your initial comments, though I don't believe they're available as holotactics opponents.

If they had appeared for you there, that may be a different issue as it doesn't seem to be intended. I don't suppose you happen to have a screenshot or video we could pass along?

For what it's worth, in my own playthrough they didn't appear as options, and after some searching through various guides online, the same 8 opponents appear to be listed there as well.

You should be able to finish up holotactics and get the related in-game rewards and trophy/achievement with the ones listed above, or if you'd prefer to avoid the guides, without the characters you had tagged.

Conversations, on the other hand, could be affected by this and are certainly worth the callout, thanks for that feedback!
