Thanks for posting what it was. Hopefully, it will help others having similar issues.
FIXED! It was a problem with virtual memory, turns out Windows had put the swap file onto the slowest drive on the system. I've now allocated the virtual memory to a second NVMe and the problem is fixed! Thanks again for all the help troubleshooting.
