Steam Version and Shift+tab feature

So I play the steam version. Many of you might know that if you press the buttons "shift and tab" a mini steam menu pops up while in game. I was in the skill tree, and I went to check an achievement I had gotten that was just then showing up for some reason, and the whole steam menu got messed up. Let me explain, but you can also look at the pictures. Normally the menu would be a small size and would have good quality for the pixels. When mine glitched, the menu items became bigger and a much lower quality. (this has happened with other games, ex: LEGO Jurassic World on steam). This usually wouldn't be an issue, but it also lowered the quality of the game from where it was before. Now keep in mind it wasn't the greatest because I'm playing with a GTX 1660 Super, but it was good enough for me. I've tried exiting the game, uninstalling and reinstalling it, and messing around with the graphics. Is there any possible way to fix this?
