Stuck on low graphics for Jedi Survivor

I recently bought Jedi Survivor and was tweaking my graphics during the beginning cutscene to best fit my pc. After the cutscene ended I noticed that the game was running on the lowest graphics settings even though I have everything set to Epic. I've gone into the config files (GameUserSettings.ini) and also set everything to epic and the resolution quality to 100.00 but it has zero effect on the actual graphics in the game. I've tried verifying my game files, restarting my computer, and running the game as an administrator through the .exe file.
