I'm getting this problem as well on PS5. Game is up to date.

Oh wait, this was an issue with the PS5 UI. The menu makes you think the game is done installing, but it was still installing in the background. Because the game is almost 150 gigs it was taking forever on wi-fi. I Had to dig deep into the sub menus to realize the game was still installing.
Hope Playstation can cleanup their menu feedback!
