User Agreement and Initial Settings Every Time

I'm playing on PC - Steam version. Is the game supposed to prompt the User Agreement and Cookies Agreement every time you load the game? It also runs the initial settings and plays the Fallen order ...

    The problem seemed to go away after reaching the first open world planet. Really strange.

Btw did this end up fixing it by any chance. I have the issue aswell and I'm on the first planet and this bug keeps occurring aswell. I don't really care about it but it would still be much better without having the bug.

Actually weirdly enough it randomly stopped happening after the game crashed when I was playing. I do not know how it ended up fixing it but I have booted the game two times since it has crashed and the entire intro has not been shown.
