I believe you are speaking about the legacy perk for speeder piloting? the one you buy in the legacy panel?
that one is only for the character you buy it on and not for your whole legacy. So every character has to either purchase it or you wait until the level you get it unlocked for free via the trainer. (i think its level 15, so rather easy to achieve with the xp boost now)
