It's not a bug, it's how it was designed to work. Item is used, goes on a cool down till it's ready again. There are other missions outside of these two heroics where I've seen the same thing. Objects that you have to blow up and stay that way till it re-spawns. There is a heroic on Hutta that does the same thing where you blow up a console and it has to reload in about 30 seconds before you can use it again.
The only thing I can recommend would be to post this in the Suggestion Box thread to see about getting it changed. Note once posted that there is no ETA or a guarantee it will be changed but it will help push it along.
