Way these usually work would be along the lines of subscribe by Sep 09th and they provide 30 days additional time credited to the account after September 13th.
Swtor support staff do post here and can confirm this promo however given it is the weekend may not respond until Monday.
generally you should be able to confirm this by having a good read of the email promotion itself.

well translating the email it says on top
"GET A BONUS SUB-MONTH
Get back before the 8th of september" (which doesnt imply paying in my eyes)
and in the fineprint it says
"this offer is only for promotional purposes and does not have a money value. This offer ends on the 9th of september at 8:59 MESZ. Offer is only valid for previously paying subscribers (premium players) of SWTOR that have not been subscribers since 18 April 2017 and that have accepted Email Notifications. The bonus Premium time will be granted to qualified Accounts on september 13th."
While you could think its only for paying people they never clearly state that they only offer that to paying customers.
