During the Bounty Hunter quest "Some People Just Need Killing", Darth Tormen is nowhere to be found on board the Tyrant. My minimap shows him somewhere off to the bottom right, off the ship, and he does not show up anywhere on my main map. I have checked both levels of the ship; nothing.
I've attached a screenshot of my map and minimap for reference.

What is your Character and Server? Which Mission are you supposed to have, but don't? Alternatively, what was the last Class Arc Mission you completed?

Mission: Just told the republic general I would kill the sith baddie and used the escape pod to fly back to the Tyrant. Mission won't progress from there. The sith baddie is MIA and all of the imps are friendly to me like I paid them off. Ship also already appears like it's been completely blow up inside. Don't know if it's supposed to be like that.

No, this is a different bug than what Belgorad linked. My recommendation would be to reset the quest and try it again, then there's a chance it will work without a bug.
To reset a quest, you need to exit out of the green phase and you may not be on your starship or your stronghold. For example, you can go to Fleet into the public area. Then open the quest window, find the class quest and hit Reset. Then you can do it again from the beginning.
If the quest is still bugged on the second playthrough, you'll have to submit an in-game ticket under the Character/Mission category and include your character name, server name and the name of the quest. Then, Customer Service can manually fix the mission for you but keep in mind that the ticket response time is currently a few weeks, so try fixing it yourself before waiting on Customer Service to fix it.
Just had the same thing.
After trying to reset the quest (which did not solve the issue) decided just to run around the Tyrant. The funny guy is hiding at the meeting room on the first deck and there is no mark on the map for him.

I reset it on the fleet first, and then couple of times just before the mission entry on the tyrant. Still the result was the same.
Yes, once I found him, the quest went on fine.
